Tariff Division
Prepares economic regulations and evaluates licensees’ tariff applications, covering tariff determination, accounting, reporting and licence fees.
Duties and Responsibilities
- Manages and coordinates the preparation of all economic regulations for approval by the Authority, including but not limited to regulations on tariff determination, accounting, reporting and annual licence fees
- Supervises the evaluation of tariff applications from each licensee and makes appropriate recommendations
- Reviews and monitors the parameters assumed during the tariff review and approval process, and their impact on tariff adjustments for consumers
- Implements benchmarking and other efficiency studies to support tariff determination
- Evaluates power purchase agreements between licensees and Bhutanese consumers, and prepares recommendations for approval or amendment
- Prepares the operational plans and targets of the division
- Plans and coordinates the activities of the division with other divisions for the smooth achievement of ERA’s targets
- Develops strategies to implement the operational plans and targets of the division
- Supports the Secretariat in strengthening the internal capacity of the division and in improving internal work processes, staff performance and overall effectiveness of the division
- Participates as a member of various committees and working groups in achieving the overall objectives of the ERA Secretariat
- Assists the Secretariat in strategic areas, including strategic meetings, discussions and brainstorming sessions
- Promotes knowledge development and management by establishing a learning environment in the division
- Seeks and applies knowledge, information and best practices from within and outside the Secretariat
- Builds good networks with utilities and relevant stakeholders
- Guides, trains and mentors the staff of the division to continually drive higher performance
